Ph.D. José Luis Aburto Ávila

Academic of the Academy of Engineering of Mexico

He holds a degree in electrical mechanical engineering from Universidad Iberoamericana and a PhD in Operations Research and Economics from Stanford University. He has nearly 50 years of experience in energy.

He was Undersecretary of Energy (SENER), conceptualized and promoted the Energy Regulatory Commission and established the hydrocarbons group (precursor of the National Hydrocarbons Commission).

In CFE he constituted and led the multidisciplinary group that developed and implemented the comprehensive strategic planning system for the electricity industry, and designed and deployed the hourly rates.
He was advisor to Secretaries of Energy, General Directors of Pemex and CFE.

He participated in international studies with the International Energy Agency, the World Energy Council, the World Bank and the IDB. He has been a consultant in countries in the Americas, Europe and Asia.

He is a consultant, member of the Advisory Board of the Electric Power Research Institute and founding member of this Academy.
