Ph.D. Ulises Neri Flores

Vice Chair of Mexico of the UN group of experts on Sustainable Resource Management

Ulises Neri Flores studied Petroleum Engineering at the Faculty of Engineering of the UNAM, has a master’s degree from the French Petroleum Institute and is currently completing his doctoral studies at the Paris Business School. His professional experience starts at Schlumberger company carrying out several projects related to the economic evaluation of oil and gas projects in Mexico, Argentina, Venezuela, Colombia and Cuba.

At the National Hydrocarbons Commission he served as deputy general director of reserves, general director of measurement, head of the hydrocarbon extraction unit and director of the Mexican foreign service.

During 2017 and 2018 he held a diplomatic position in the Mexican Foreign Service in which he served as energy advisor representing Mexico in various committees and working groups before international organizations such as the OECD, the International Energy Agency, the UN, the International Energy Forum and OPEC.

He also teaches undergraduate and master’s degrees at the Faculty of Engineering of the National Autonomous University of Mexico (UNAM). He currently holds the position of general director for the promotion of productive chains and investment in the energy sector at the National Content Unit of the Ministry of Economy.
